Combine the sugar and 1 cup water in a saucepan and bring to a boil.
Add the lime zest, reduce the heat to medium and let the mixture simmer for 30 minutes. Allow to cool.
Once the syrup is cool, combine the remaining 4 cups water, the lime juice, tulsi and syrup in a pitcher and let steep in the refrigerator for at least 1 hour.
Strain before serving.
